Subject: Louisiana Legislation

As Danny Hall requested, I have looked provided detail for the three bills that he mentioned. Below are my recommendations.

HB 903 Gary Simon (St. Tammany, Tangipahoa, Washington)
Provides for greater access to telehealth services by providing for standards of care, confidentiality, and insurance coverage; expands the definition to telemedicine; creates the La. Commission on Telehealth Access.

Recommendation: Support and request that a representative from LANREMT be placed on the board.

HB 1003 Stephen Ortego (Lafayette, St. Landry)
Expands the definition of telemedicine to include the use of asynchronous store-and--forward technology by a health care practitioner, located at a site other than the site where the patient is located, to provide a consultation relating to the health care diagnosis or treatment of the patient.

Recommendation: Support

SB 501 David Heitmeier (Jefferson, Orleans, Plaquemines)
Amends present law to provide LSBME to promulgate rules on the type of health care professional is necessary and appropriate under the circumstances; the requirements for telemedicine licensure; and to establish by rule additional qualifications, requirements, scope, and limitation of the use of telemedicine in this state as the LSBME may deem appropriate.
Recommendation: Additional opinions sought.
